He-yin is one of the four countries on the continent of the Coil, dedicated to the Major Arcana god A rhythm, merciless

The wild expanse of the North belongs largely to the country of He-yin. Cradled on several fronts by some of the harshest terrain in the Coil, it’s a marvel that the land of He-yin is somehow yet home to several of the largest, most bustling settlements on the continent. This is owed in no small part to the dauntless voyager’s spirit that lives in seemingly every He-yinite— a trait certainly essential to surviving in such an unforgiving landscape.

This voyager’s spirit has manifested itself in several ways; from a seafaring culture that is second to none, to an Adventurer’s Guild that’s known Coil-wide for its exploits, to the Merchant’s Association that’s made the smallest, most remote of He-yin’s villages richer and more metropolitan than even some larger towns in other parts of the Coil.

Government


Rather than being governed by a central, federal government, the country of He-yin is more like a region of towns, outposts, and city-states that cooperate and coordinate with one another in order to better all of their individual interests.

It’s governing body is officially known as the Northern League, an institution that meets on a quarterly basis to discuss matters mostly relating to inter-country trade but also divvying up responsibilities for the maintenance of country infrastructure as it sees fit. The Northern League is made up of a rotating council of representatives sent from the various regions of He-yin, its numbers and influence fluctuating constantly. Despite this relatively weak and inconsistent governance, He-yin prospers— or perhaps, it is because of it.
